I object and equally oppose this current application as both the state and federal government are well aware of the previous historic damage to this area with previous long walls approved applications with data collected over years by volunteers. So why is that volunteers can find this and not the mining companies? The reasons why this damage has occurred is due to the current self reporting systems which has failed the environment as no consistent followup by government field staff to ensure that what has been written on those annuals reports are true and correct. The entire system needs to be reviewed.
No mining discharge water should be allowed to leave a mining site and flow into the natural creeks and streams unless it equals the same natural background levels. Mining discharge water should treated with desalination methods and not filtration dams. We know that the current levels of electrical conductivity in the upland/headwaters are approximately 30 -70us/cm, mining discharge water from this particular area is over 1000us/cm which is breaching the ANZECC guidelines.
I also bring to attention to the Planning department the recommendations by the Sydney Catchment Audit 2010 which clearly shows that the current and past historic performances from mining discharge water is not acceptable. Those recommendations should be implemented with proposal.
We have lost Kangaroo Swamp, Lambs Creek Swamp, Junction Swamp, East Wolgan Swamp which were suppose to be protected under both State TSC Act and EPBC Act for Endangered Ecological Communities.
Important swamps, pagodas, and stream environments in this significant part of the Gardens of Stone region must not be damaged by longwall coal mining but instead protected in a state conservation area.
The Springvale and the adjoining Angus Place mine extension proposals must be subject to a Planning Assessment Commission review with concurrent Public Hearings.
Centennial Coal must not be allowed to simply replicate the damage it has already caused to nationally threatened upland swamps on the Newnes Plateau for which it was required by the Commonwealth Government to pay $1.45 million in reparations.
The sandstone rock supporting the 41 nationally endangered swamps, including the 11 shrub swamps affected by the proposal must not be fractured.
The proposed discharge of up to 43.8megalitres/day eco-toxic mine effluent must be treated by reverse osmosis technology to remove all metals and salts before discharge to the Coxs River.
The scenic western edge of the Newnes Plateau must be protected from further scarring by new roads, pipeline and electricity easements.
Carne Creek is currently in a pristine state, and its waters that flow through the Greater Blue Mountains World Heritage Area are of the highest standard. This creek must not run bright orange or suffer reduced flows, just like the Wolgan River after Centennial Coal wrecked it.
Please require Centennial to revise this proposal to improve environmental outcomes. Carne and Bungleboori Creeks, pagodas, cliffs and the many nationally endangered swamps must not be damaged.

I went to these caves as a young person and I am horrified that they are now threatened by this development. This was a fantastic part of my learning which is now planned to be destroyed.

The proposed clearing of 14 hectares of forest for an additional ventilation facility is excessive and its proposed location close to the Wolgan River is unacceptable.
The proposed discharge of up to 43.8ML/day of eco-toxic mine effluent must be treated using reverse osmosis technology to remove all metals and salts before discharge to the Coxs River.

I oppose the Springvale Mine Extension for the following reasons:
- Longwall coal mining will drastically damage important swamps, rock pagodas, and stream environments in this significant part of the Gardens of Stone region, which should instead be protected in a state conservation area. This destruction would also kill the many threatened plants and animals supported by these swamps.
- Centennial Coal must not be allowed to replicate the damage it has already caused to nationally threatened upland swamps on the Newnes Plateau.
- Carne Creek is currently in a pristine state, and its waters that flow through the Greater Blue Mountains World Heritage Area are of the highest standard. It would be a great tragedy if this creek were poisoned or suffered reduced flows due to Centennial Coal's destructive mining practices.

Centennial coal is also a major supporter of local community and sporting groups donating thousands of dollars each year to local projects, sporting clubs, community groups and charities. On top of the thousands of dollars the company spends on the above mentioned things the mine workers at the mine donate out of there pay on average over $100,000.00 Per year to various charities.
Springvale mine has been operating a longwall in the local area for over 20years and through out this time has had little or no impact on the people or environment, Springvale has taken great care in collecting data and monitoring the environment in areas that are affected by mining. It is worth noting that Springvale mine is an underground operation so that dust and noise is limited to underground operations and there is no damage to the surrounding landscape.
Springvale mine is also a major supplier of coal to the Wallerawang and Mount Piper power stations which are also major employers in the local area.
In summary to my submission I think to not approve this project would have a catastrophic effect on the Lithgow community economically and socially.

The longevity of coal mines in Australia is critical to our economy. To have a company like Centennial who are dedicated to world class environmental and sustainability standards operating these mines is a supreme advantage. Centennial operations create safe jobs in unavoidably hazardous conditions for local people not only through direct employment but also through deliberate efforts to involve local suppliers of high quality products and services of the many and varied products and services that are necessary to operate a coal mine. The jobs that result indirectly allow local business not only to exist, but to grow and improve and continue to ensure Australia as a world class economy.
For Quarry Mining alone, Centennial supports the equivalent of approximately 8 full time employees with an average monthly spend of $341,000. To further demonstrate the strength of the relationship and the synergies of the companies, Quarry Mining and Centennial Coal together support various community initiatives. In particular that of the Westpac Rescue Helicopter Service whereby Quarry Mining provides a drill bit (the Angel Bit) used in high volumes to all underground mines that contributes approximately $25,000 per year back to the helicopter service. Centennial Coal's support of this product makes that ongoing donation achievable.
